THERE WAS A TIME, WHEN STUDENTS OF MY GENERATION, KNEW
MORE OF ENGLISH HISTORY THAN THAT OF THE CARIBBEAN OR JAMAICA.
WE CAME TO KNOW THE MAGNA CARTA AT FIRST HAND.
IT HAS BECOME A BENCHMARK FROM WHICH THE RULE OF LAW
AND THE PRACTICE OF DEMOCRACY ARE MEASURED. IT HAS REMAINED
A POTENT FORCE IN THE INTERPRETATION OF THE COMMON LAW.
THE RELATIONSHIP BETWEEN JAMAICA AND ENGLAND HAS PASSED
THROUGH MANY PHASES. AS AN INDEPENDENT NATION, WE STILL MAINTAIN
TIES THROUGH BILATERAL RELATIONS AS WELL AS THE COMMON-WEALTH
OF NATIONS.
OUR RELATIONSHIP WITH CABLE & WIRELESS HAS ALSO PASSED
THROUGH SEVERAL PHASES.

THIS PRESENTATION THEREFORE SERVES THE SYMBOLIC PURPOSE
OF REMINDING US OF THE ROOTS OF OUR SYSTEM OF GOVERNMENT AND THE
IMPORTANCE OF THE RULE OF LAW AS AN EVOLUTIONARY PROCESS.
IT ALSO SERVES TO DEMONSTRATE THE IMPORTANCE WHICH YOUR GROUP
ATTACHES TO ITS OPERATIONS HERE AND ITS PREPAREDNESS TO CONTRIBUTE
TO OUR CULTURAL HERITAGE.
